Real answer is:
Sans is as "strong" as he is because he just cheats, constantly. Dodging, is just moving his sprite out of the way before your attack connects, it's not some kind of Ultra-Instinct thing. His constant damage as long as you touch his bullets is called Frame wherein he just ignores I-frames. He also ignores the turn system and abuses it for his final "attack". Karma is actual magic as far as I know however since he IS the judge
