We moved from Liberty City to Vice city Then went To Los Santos, San Fierro And Las venturas, Back to Liberty City, back to Los santos FOR 13 YEARS and now, were technically back to Vice city
100% speculation here, but it looks like in the military flashbacks jason is in a latin american country, and then later going from a helicopter to a boat, and then potentially that flooding scene is on that boat, but he has lost his gear somehow. Could be that he was doing some sort of black op in a foreign country, got caught on the boat and thus got disavowed by the US.
