Edit: Its actually way stronger now. When SoA was released you needed to have a wolpertinger(92 summoning) and chaotic staff(70 dungeoneering) with arcane stream neck, and the max hit was only 50. This shits basically all bought with gp besides the new fragment and hits for 57.
