For wanted level they should have something like the cops still remember that you were once wanted and be wary or come after you once you are spotted unlike in earlier games where once you loose wanted level the very cop who was gunning for you simply walks pasts when you happen to bump into him after somedays. Same for NPCs who you robbed or just picked a fight with that they still remember you after some days when you happen to bump into them
