Define "boost" in their latency. Latency is determined by the distance between user and server along with up and down speed of their connection.
The servers can't adjust someone's distance to server and up or down speed. Did the server automatically move them to a closer house and get them a gigabit connection. All in minutes?. Sounds like people trying to baffle people with vocabulary.

Ahh ix gaming used to run a club for them and was a staff member for them back in the day interesting times I ended up leaving due to drama some of the players and staff were a holes never played competitively was just cool being part of the organization not everyone was bad though
