It seems like there could be some more strategy to it. Like when you're getting in a shootout with rival gang members, you have to navigate around random civilians, and you gotta be careful about the collateral damage. Like, if you just shoot some random kid walking to school, you're fine, but if you accidentally shoot a politician's family member, then you're sunk and you gotta do 25 to life.
Or maybe you could work your way up in the chain of command. At first you're a street corner dealer, but then you work your way up, until you're getting your stuff straight from Barry Seal, and then if you get in good with him you start working directly for the CIA, and Bill Clinton hires a special coroner to cover up your murders.
