7:56 No, it's not referring to the player. Or at least, not only to the specific player who breaks out of bounds and sees this message.
Russian has different second-person pronouns depending on plurality: "ты" (ty, with "y" pronounced more as in couns-i-l) for singular "you", "вы" (vy, with same pronunciation of y as in "ty") for plural "you" and, to make things more confusing, "Вы" with capital "В" for singular but respectful "you", for example, when you refer to your school teacher. Because English does not distinguish "you" by plurality, auto-translate usually translates all of these different pronouns to "you", losing important information from the original text.
This one uses "вы" with lowercase "в", so the correct translation is not "you", but "all of you". I think the first sentence refers to people in general, not (just) to the player breaking out of bounds specifically. Though, the following text does use singular "you" afterwards, so you're probably part of the "people" who doesn't let them create what they want.
