Paulus was waiting on manstein to give him the order to breakout, manstein never gave it because he was too far away, it wasn't hitler just randomly saying no. And no Hitler did not make a mistake by not allowing the army to retreat under soviet fire in the middle winter with no fuel and no food and no logistics and make every gain from the summer be lost.
